UTILITIES
The City of Haviland provides water, sewer and trash. New service requires filling out an application to be submitted to the city clerk along with a $50.00 non-refundable connect fee, a copy of your driver's license, and a copy of your social security card.
WATER
The residential rates per month for these utilities are:
$30.00 base rate for the first 2,000 gallons
$4.00 per 1,000 gallons from 2,001 to 12,000 gallons
$4.25 per 1,000 gallons from 12,001 gallons and up
SEWER
Single Family Rate as of July 1st, 2023 is $36.50
TRASH
Residential rate for 1 Trash Container and up to 2 Recycle Containers is $14.50 Additional trash or recycle containers is $6.50 each.
Kiowa County Residents may use the County Landfill free of charge!!
Pet Licenses
The City of Haviland requires all dogs and cats to be licensed in the city limits. The license is good from May 1 to April 30 of each year. The application can be downloaded below or it can be picked up at City Hall. Tags can be picked up at City Hall. Current Rabies Certificate and Spay/Neuter Certificate required.

Autopay Authorization Form
Pick up the autopay authorization form at City Hall or download it here and return the completed form to City Hall. You will need to bring a voided check or your credit card information.
Additional Utilities Information
The City has a contract with Nisly Brothers, Inc. out of Hutchinson, KS for trash service, which includes recycling. Trash service is mandatory; however recycling is optional. Nisly provides the trash and recycling carts. Trash is picked up weekly on Wednesday and needs to be out by 6:00 a.m. Recycling is picked up once a month on the fourth Wednesday and needs to be out by 8:00 a.m. The Nisly calendar can be found here.
Billing for all services is done through the City office. The minimum amount for water, sewer, and trash is $64.00. Bills are mailed the last day of the month and are due by the 20th of each month. A 10% late fee is automatically added on the 21st. Delinquent notices are sent out on the 21st and payment must be received within one week to avoid shut off. There is a $25.00 re-connect fee. You may set up autopay with a checking account or with a credit card.
